The Communications and Community Relations Manager is responsible for the management and coordination of all internal and external Open Spaces-related communication, including developing, coordinating and implementing marketing information, communication with a multitude of community and governmental agencies covering programs, initiatives, special projects, etc., public relations to include strategic planning to address core issues and areas of concern to the public, and education programs internal to the department and external to include community partners and governmental agencies.
The Communications and Community Relations Manager is a high-profile, professional level job in Communication Services serving the Open Spaces and Intergovernmental Relations department and on a daily basis will work closely with the Open Spaces Management Team with a focus on community outreach, education and Open Space Program recognition and branding.
Depending on qualifications, the anticipating hiring salary is $2,398 – $3,062 biweekly / $62,348 – $79,612 annually.

DUTIES
The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of this position at any time.
- Serves as the information resource and conduit to a variety of groups, such as citizens, employees, news media, community and neighborhood groups and state and local agencies and will manage the internal and external communication, community outreach and branding for the Open Spaces and Intergovernmental Relations Department.
- Serves as a spokesperson for Open Spaces and provides recommendations to the Open Spaces Management Team on high profile and day-to-day issues as they relate to public information and communication strategy; recommends responses to emerging and urgent communication issues; trains department management team on media and public relations issues.
- Develops, implements, and oversees internal and external communication plans and strategies; prepares content for and/or design of newsletters; E-newsletters, develops and manages web and social media content in conformance with County Communication Services Guidelines.
- Plans, organizes, and implements logistics of press events and media relations that support communication initiatives of the department; coordinates events with public and private sector agencies, businesses, and community groups; serves as departmental spokesperson.
- Develops and distributes media releases, media advisories, news releases, newsletters, informational brochures, speeches and other materials to alert public of departmental programs, events, and services in conformance with department guidelines and Communications Services guidelines.
- Interacts with Commissioners, Elected Officials, Open Space and Trails Advisory Board members, as well as special district and other partners with regard to community meetings, media events, special events, and prepares scripts, key messages and talking points.
- Provides exceptional customer service to those contacted in the course of work.
- Other related duties may be assigned.
REQUIREMENTS

- Planning, developing, and coordinating comprehensive local government public relations, communications, and media relations programs.
- Correct English grammar, vocabulary, spelling and punctuation, as well as advanced knowledge of Associated Press style.

Education and Experience:
- Bachelor’s degree in public relations, communications, marketing, journalism, or closely-related field
- Five (5) years progressively responsible experience in the areas of communications, marketing, public relations, journalism and/or social media.
- Experience with desktop publishing, website design, graphics programs, social media and web content management software is required.
Preferred Education and Experience:
- Bilingual Spanish language skills
- Experience working with Open Spaces or Parks and Recreation programs
- Experience in Environmental Education; Visitor Services
- Experience in Community Outreach with a Parks, Trails, or Open Space focus
- Supervisory or project management experience is desired.
Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record and background check.
- Possession of a valid Class "R" Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
Post-Employment Requirements:
- Position is deemed essential and incumbents must be available for winter storm and other emergency events and available to work on-call on an occasional basis including evenings, holidays and weekends.
- Work locations and facilities are subject to change based on business need.
SUPPLEMENTAL INFORMATION
SUPERVISION EXERCISED:
No direct supervision exercised. This position will manage large communication and community relations projects including oversight of support staff assigned to the project (project based).
WORK ENVIRONMENT:
Work is generally confined to a standard office environment.
