Colorado’s outdoor spaces define who we are as a state. From neighborhood parks to mountain trails, Lottery funding has helped protect and expand the places that make Colorado home.
We are asking for your active opposition to SB26-117.
As most of you know, the Colorado Lottery was created by voters as a constitutional funding engine to generate revenue for parks, trails, wildlife habitat, local governments, and schools. It does not receive General Fund appropriations. Its responsibility is to maximize revenue for the benefit of Colorado’s communities. We do not receive General Fund dollars. Our ability to fulfill that mandate depends on adapting responsibly to changing consumer behavior.
Senate Bill 26-117 would prohibit any growth strategies, including credit card acceptance and online sales, effectively limiting the Lottery to a cash-only, in-person sales model. In today’s digital economy, that restriction reduces operational efficiency and constrains long-term revenue growth.
That limitation is not theoretical. The Lottery was designed to generate and grow revenue for the benefit of Colorado’s parks, trails, wildlife habitat, schools, and local governments. Without sustainable growth, that funding engine slows, reducing the long-term investments communities across the state rely on.
We are asking for your active opposition to SB26-117. The Senate Finance hearing is scheduled for Tuesday, 3/3 at 2:00 p.m.
Please consider testifying at Tuesday’s Senate Finance hearing, submitting written comments (opposition letter attached), and sharing this opposition request within your networks.
Your voices matter in this moment – as individuals, if not as representatives of your respective organizations (since the timing is so tight).
This is not about expanding gambling. It is about preserving a sustainable revenue engine that supports communities across Colorado.
