The Policy and Planning Section serves CPW and the Parks and Wildlife Commission by providing policy analysis and development, informing management decisions through public involvement and social science research and providing expertise for agency planning efforts. The work products of this section are critical elements in the development and revision of parks and wildlife-related regulations, policies, programs, property planning and strategic planning activities. By effectively collaborating with internal and external stakeholders in policy and planning activities, this Section assures that the best information is available for CPW and Commission decision-making.

Description of Job

The Planning Manager position provides critical planning knowledge, expertise and support to the agency, staff and the Commission, on statewide and property-level planning. The Planning Manager takes a lead or facilitative role with state park management plans and master planning. The position is responsible for leading development of the State Comprehensive Outdoor Recreation Plan (SCORP). In addition, helps manage the daily operations of CPW’s Strategic and Operational plans, including updating directives and policies. In coordination with other CPW staff, develops and employs effective public involvement strategies and advises on the integration of those outcomes into agency decision-making or planning efforts. The position tailors planning templates, best practices and principles to fit the specific circumstances of the statewide issue or property that is the focus of a planning effort. Performs a variety of research and analyses to help quantify and address important property-level and division planning needs. Trains and/or advises CPW employees concerning planning theories, concepts and technical applications. Having this expertise in-house helps to ensure that major division-wide and property-level planning efforts employ reliable methodologies, transparent decision-making, effective public involvement strategies, and consistent adherence to professional planning principles. This position requires travel throughout the state of Colorado, typically 1-2 overnight trips per month but can be more depending on project demands.
