PURPOSE:

The Trail Services Section is tasked with the management of trail related functions within Open Space. These functions include but are not limited to trail: planning, design, construction and maintenance. This is accomplished through broad community engagement (volunteer programming), contracted services, and paid staff. The purpose of this position:

Under limited supervision, perform a variety of skilled, technical work in the planning, design, construction and maintenance of Jefferson County Open Space Trail System. This will be accomplished through participation in the development and implementation of Best Management Practices and result in safe trail based recreational opportunities for the public that are sensitive to the landscape and natural resources where they are established.

This position will supervise and train a dynamic number of volunteers and staff. This position will regularly inspect trails then identify and facilitate remedial actions based upon trail conditions; manage trail maintenance and construction projects, develop community outreach efforts and education opportunities for employees and the public to participate in. Collaboration with all sections of Open Space, other County Departments, contractors/vendors, and other agencies is expected. Managing processes associated with recruiting, permitting, scheduling and grant funding.

Reports to the Open Space Trail Services Supervisor.

ESSENTIAL DUTIES:
This information is intended to be descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position and other duties may be assigned:

Project Mgmt. & Trail Planning Coordination – Manage all aspects of specific projects within assigned management regions. To include: Trail construction and maintenance projects; Determine trail locations and related structure layouts; Design trails to fulfill specific recreational needs. Oversee the efficient and safe operation of equipment on work sites; Monitor project logistics and quality control. Establish project cost estimates for materials and workforce for budget and scheduling purposes; Purchase materials and rent equipment within budget constraints; Develop projects within the scope of the Regional Park Plan organization to include working with hand tools or operating equipment as required to complete project within schedule Collaborate cross-sectionally within Open Space and with contractors and other agencies as needed.

Train, direct and supervise activities of assigned trail staff, trail stewardship team leaders and volunteers. Assist management with interviewing, personnel decisions for permanent, seasonal and volunteer positions. Make recommendations to hire, terminate, promote and discipline employees. Provides input regarding performance evaluation. Coordinate transportation, tools required, number of crew leaders needed to oversee volunteers and other factors such as food service and educational aspects.

Develop cross-sectional solutions. Represent Trails Services in broad planning functions. Manage the GIS data related to the trail department. Manage trail maintenance database. Develop and administer contracted services for the work unit. Identify issues, such as types of users and site specific landscape conditions. Develop actions to address those issues. Provide support and act as resource to other Open Space sections. Develop cross-sectional solutions. Manage equipment and vehicle service schedules. Update trail budget and create short and long term project planning schedules for the work unit.

QUALIFICATIONS:
High school or equivalent and minimum of three (3) years’ experience in construction, landscaping, natural resources project management or equivalent combination of education and experience on a year for year basis. A college degree is preferred as is four (4+) or more years of experience.

Supervisory or Leadership role experience is a must.

A minimum of intermediate skills with Microsoft Office Suite is a must.

Must be able to work ten (10) hours a day for four (4) days a week. Some weekend work is required.

Experience working with ADOBE & GIS is preferred.

Offer of employment contingent on criminal history, MVR check and education verification.

ADDITIONAL INFORMATION:
Must have a valid driver’s license, if you are from out of state, you must have a valid Colorado driver’s license within 30 days of hire date.

Must pass pre-employment physical.
